The regular meeting of the Board of Commissioners was held at 10:00 a.m. on November 17, 2025. As required by Oklahoma Statues 1991, Title 25, Section 311, Notice was given about this meeting by posting the Agenda on the doors of the Courthouse and on the Conference Room window on November 14, 2025 at 9:46 a.m.
Chairman Vore led the BOCC in the pledge of allegiance.
Chairman Vore called the meeting to order. Roll was called to determine a quorum. Present and responding were Commissioners Shane Vore, John Smiley and Damien Starks. Also present were County Clerk Shelley Reed, Commissioner Assistant Christy Gregory and Alva Review Courier Marione Martin.
Vore, seconded by Starks, moved to approve the minutes of the Regular meeting that was held on November 10 2025. Voting aye: Smiley Starks and Vore. Motion carried.
The Election Board monthly report was moved for approval by Smiley, seconded by Starks. Voting aye: Starks, Vore and Smiley. Motion carried.
Election Board Balance $ 7,396.19
Katie Franta sent in a form requesting the use of the courthouse law and parking lot for the Big Cruise and Car Show on September 18th, 19th and 20th, 2026. Starks, moved for approval, seconded by Vore. Voting aye: Starks, Vore, and Smiley. Motion carried.
Smiley, seconded by Vore, motioned to approve Resolution #25-26-83 Annual Interlocal Agreement with Circuit Engineering District #8 and appointed Damien Starks as the official CED#8 board member, John Smiley as alternate #1 and Shane Vore as alternate #2. Voting aye: Smiley, Vore, and Starks. Motion carried.
No action regarding the surplus and junking of the workstation ID#ED111-001 for E911 due to the Sheriff is wanting to see if it will work for his area.
Vore, seconded by Smiley, moved to approve the correction on the Waynoka Fire Dept. REAP Grant Resolution #25-26-67 pledge amount from zero to $10,070.80. Voting aye: Smiley, Vore, and Starks. Motion carried.
Vore, seconded by Smiley, moved to approve the correction on the Dacoma Fire Dept. REAP Grant Resolution #25-26-68 pledge amount from zero to $9,924.60. Voting aye: Smiley, Vore, and Starks. Motion carried.
Starks mentioned that the Alva Senior Citizen project is coming along okay but they are having some electrical issues and not sure when the natural gas issues will be resolved.
No new business.
Blanket purchase orders #1653 to #1669 were moved for approval by Starks, seconded by Vore. Voting aye: Starks, Smiley and Vore. Motion carried.
Starks moved to adjourn, seconded by Vore. Voting aye: Vore, Starks and Smiley. Motion carried. Meeting adjourned.
