The regular meeting of the Board of Commissioners was held at 10:00 a.m. on March 2, 2026. As required by Oklahoma Statues 1991, Title 25, Section 311, Notice was given of this meeting by posting the Agenda on the doors of the Courthouse and on the Conference Room window on February 27, 2026 at 9:34 a.m.
Commissioner Smiley led the BOCC in the pledge of allegiance.
Chairman Starks called the meeting to order. Roll was called to determine a quorum. Present and responding were Commissioners Shane Vore, John Smiley and Damien Starks. Also present were County Clerk Shelley Reed, Commissioner Assistant Christy Gregory, Sheriff Randy McCullough, Emergency Manager Evan Yauk and Alva Review Courier Marione Martin.
Vore, seconded by Smiley, moved to approve the minutes of the Regular meeting that was held on February 23, 2026. Voting aye: Smiley, Starks and Vore. Motion carried.
The following monthly reports were moved for approval by Vore, seconded by Smiley.
Voting aye: Starks, Vore and Smiley. Motion carried.
Assessor Collections $ 233.00
County Clerk Office Collections $ 16,577.51
Health Dept. Collections $ 217.02
Sheriff’s Office Collections $ 3,882.31
Board of Prisoners Expenses $ 4,784.57
After Yauk explained that Freedom Fire Department chose Banner Fire Equipment (although it was not the lowest bid received due to better quality parts & equipment and closer to the amount awarded by the REAP Grant and we have used Banner in the past and know the quality of work they do) Vore, seconded by Smiley, motioned to approve the bid from Banner Fire Equipment for $50,542.77. Voting aye: Smiley, Starks and Vore. Motion carried.
Two other bids were received from NW Fabrication $39,780.00 and Redline $79,207.19.
Vore, seconded by Smiley, moved to approve designating Shelley Reed, Ashley McLelland, Reese Hayes and Rachel Spellman Hughes as Purchase Cardholders with a $5,000.00 limit each. Voting aye: Smiley, Starks and Vore. Motion carried.
Vore, seconded by Smiley, moved to approve the Travel Policy for the Purchase Card Resolution #25-26-121 to be used for lodging only. Voting aye: Smiley, Starks and Vore. Motion carried.
Under new business: Reed mentioned that Diverse CTI wants to get on the agenda to discuss our phone situation and was looking at March 23rd.
Blanket purchase orders #2793 to #2811 were moved for approval by Vore, seconded by Smiley. Voting aye: Starks, Smiley and Vore. Motion carried.
Smiley moved to adjourn seconded by Vore. Voting aye: Vore, Starks and Smiley. Motion carried. Meeting adjourned.
