The Special meeting of the Board of Commissioners was held at 10:00 a.m. on March 23, 2026. As required by Oklahoma Statues 1991, Title 25, Section 311, Notice was given of this meeting by posting the Agenda on the doors of the Courthouse and on the Conference Room window on March 18, 2026 at 4:44 p.m.
Chairman Starks led the BOCC in the pledge of allegiance.
Chairman Starks called the meeting to order. Roll was called to determine a quorum. Present and responding were Commissioners Shane Vore, John Smiley and Damien Starks. Also present were County Clerk Shelley Reed, Treasurer Rachel Spellman-Hughes, Sheriff Randy McCullough, Assessor Renetta Benson, Emergency Manager Evan Yauk, Josh Cochran and Grayson Bagby (both with Diverse CTI) Steve Ford and Alva Review Courier Marione Martin.
Vore, seconded by Starks, moved to approve the minutes of the Regular meeting that was held on March 16, 2026. Voting aye: Smiley, Starks and Vore. Motion carried.
No action regarding the phone system with Diverse CTI. John Cochran explained how he could save the County money and explained some features we didn’t know about.
Vore, seconded by Smiley, approved the use of the Fairgrounds on July 4th by the Alva Rotary Club. Steve Ford explained that they would like to have a band and food trucks and hopefully some activities for children. Voting aye: Smiley, Starks and Vore. Motion carried.
Vore, seconded by Starks, moved to approve Resolution #25-26-130 Memorandum of Agreement stating the County will be responsible to maintain County Road 430 located within the city limits. Voting aye: Smiley, Starks and Vore. Motion carried.
Vore, seconded by Smiley, moved to approve the letter of support to OERRSIRF encouraging approval of funding for Freedom Volunteer Ambulance Service. Voting aye: Smiley, Starks and Vore. Motion carried.
Blanket purchase orders #2995 to #3005 were moved for approval by Vore, seconded by Smiley. Voting aye: Starks, Smiley and Vore. Motion carried.
Vore moved to adjourn seconded by Smiley. Voting aye: Vore, Starks and Smiley. Motion carried. Meeting adjourned.
