The regular meeting of the Board of Commissioners was held at 10:00 a.m. on March 16, 2026. As required by Oklahoma Statues 1991, Title 25, Section 311, Notice was given of this meeting by posting the Agenda on the doors of the Courthouse and on the Conference Room window on March 13, 2026 at 9:10 a.m.
Chairman Starks led the BOCC in the pledge of allegiance.
Chairman Starks called the meeting to order. Roll was called to determine a quorum. Present and responding were Commissioners Shane Vore, John Smiley and Damien Starks. Also present were County Clerk Shelley Reed, Commissioner Assistant Christy Gregory, Treasurer Rachel Spellman-Hughes, Sheriff Randy McCullough, Assessor Renetta Benson, Salt Fork Event Center Manager Larry Milbourn, Fair Board President Jason Hembree, Fairgrounds Manager Braylon Bradt, Invenergy Sr. Analyst Colleen Huffman-Powers, Invenergy Developer Max Moore and Alva Review Courier Marione Martin.
Larry Milbourn greeted the Board of Commissioners with excitement of opening the Salt Fork Event Center within the next few weeks for “Bull Battle”. When asked what it would cost for the Free Fair to be held at the Event Center Milbourn answered that he’s been working on rental rates, policies and procedures with competitive pricing.
Vore, seconded by Smiley, moved to approve the minutes of the Regular meeting that was held on March 9, 2026. Voting aye: Smiley, Starks and Vore. Motion carried.
Starks¸ seconded by Vore, moved to approve the 2026 Fair Board Election results – Resolution #25-26-122. Remington Rose Office #3 in District I, Paula McMurphy, Office #3 in District II, Timothy Ohm, Office #3 in District III. Brooke Meyer was appointed to Office #1 in District II and Diana Nighswonger was appointed to Office #1 in District 1. Voting aye: Starks, Smiley and Vore. Motion carried.
Vore, seconded by Smiley, moved to approve the P-Card Payment approval form in the amount of $220.00 to pay for Ashley McLelland’s lodging at Hampton Inn for training. Voting aye: Starks, Smiley and Vore. Motion carried.
Starks, seconded by Vore, moved to approve the annual Airgas Cylinder lease renewal Resolution #25-26-123 in the amount of $560.00 from 4/1/26 to 3/31/27 for District #1. Voting aye: Smiley, Starks and Vore. Motion carried.
Smiley, seconded by Vore, motioned to approve the National Opioid Six Remnant Defendants Settlement Resolution #25-26-124. Voting aye: Starks, Vore and Smiley. Motion carried.
Starks, seconded by Vore, moved to approve Resolution#25-26-125 to surplus and remove ID#D303-122 John Deere Tractor from inventory. This item sold with Bid#25-26-07 for $28,000.00 to Biron Shirley. Voting aye: Starks, Vore and Smiley. Motion carried.
Vore, seconded by Smiley, motioned to approve all D#2 Road Crossing Permits and Contract Resolution#25-26-126 with Painted Sky Solor Energy LLC for the following legal descriptions. 2-26-15; 3-26-15; 10-26-15; 11-26-15; 34-27-15; 35-27-15. Commissioner Vore will be added as the contact for the County. Voting aye: Starks, Vore and Smiley. Motion carried.
Vore, seconded by Starks, motioned to approve the Pinnace Structures Inc. 20-year weathertightness warranty for the Alva Senior Citizen building. Resolution #25-26-127. Voting aye: Starks, Vore and Smiley. Motion carried.
Starks, seconded by Smiley, motioned to approve the agreement between the Woods County Abstract and the County Treasurer in the amount of $150.00 per title search. Resolution #25-26-128. Voting aye: Starks, Vore and Smiley. Motion carried.
Starks, seconded by Smiley, motioned to approve Resolution #25-26-129 requesting the Rural Fire Departments to reimburse the County the funds they received from the FMAG Catesby Fire due to the county having previously paid for the fuel and repairs on behalf of the departments during the response operations. Voting aye: Starks, Vore and Smiley. Motion carried.
Vore stated that he has received lots of calls regarding a data center coming to Woods County and he has researched this thoroughly and reports there is no data center coming into Woods County at this time and no reports of any in the near future.
No new business.
Blanket purchase orders #2935 to #2949 were moved for approval by Vore, seconded by Smiley. Voting aye: Starks, Smiley and Vore. Motion carried.
Smiley moved to adjourn seconded by Vore. Voting aye: Vore, Starks and Smiley. Motion carried. Meeting adjourned.
