November 10, 2025 Corrected Minutes Warrants
The regular meeting of the Board of Commissioners was held at 10:00 a.m. on November 10, 2025. As required by Oklahoma Statues 1991, Title 25, Section 311, Notice was given of this meeting by posting the agenda on the doors of the Courthouse and in the Conference Room on November 7, 2025 at 9:25 a.m.
Chairman Vore led the BOCC in the pledge of allegiance.
Chairman Vore called the meeting to order. Roll was called to determine a quorum. Present and responding were Commissioners Shane Vore, John Smiley and Damien Starks. Also present were Woods County Clerk First Deputy Jennifer Schafer, Commissioner Assistant Christy Gregory, District #1 First Deputy Lisa Parker, Alva Review Courier Marione Martin and Sheriff Randy McCullough.
Starks, seconded by Vore, moved for approval of all Warrants and Claims. Voting aye: Smiley, Starks and Vore. Motion carried.
Vore, seconded by Starks, moved to approve the minutes of the meeting that was held on November 3, 2025. Voting aye: Smiley, Starks and Vore. Motion carried.
The following monthly reports were moved for approval by Smiley, seconded by Starks. Voting aye: Starks, Smiley and Vore. Motion carried.
Court Clerk Balance $ 201,889.38
Court Clerk RM & P Balance $ 23,703.09

Vore, seconded by Starks, moved to approve monthly appropriations. Voting aye: Smiley, Starks and Vore. Motion carried.
Vore, seconded by Starks, moved to approve the addendum to County Budgeting Services. The Fees and Payment Schedule were initially omitted due to using an old contract. Voting aye: Smiley, Starks and Vore. Motion carried.
Vore, seconded by Starks, moved to approve the Treasurer to open a bank account for the P-Card.

Vore, seconded by Smiley, moved to approve to establish a personal services account for the Emergency Management 1212-2-2700-1110. Evan Yauk was awarded a grant that was allowed to be used for his wages. RES# 25-26-73. Voting aye: Smiley, Starks and Vore. Motion carried.
Vore, seconded by Smiley, moved to approve the transfer of appropriations from Emergency Management M&O to Personal Services in the amount of $11,250.00 which is grant money that has been received. Voting aye: Smiley, Starks and Vore. Motion carried.
Smiley, seconded by Vore, moved to approve the yearly temporary easement with Cory Friend in the amount of $1200 which is to be split between three siblings. RES#25-26-74. Voting aye: Smiley, Starks and Vore. Motion carried.
Vore, seconded by Starks, moved to approve the transfer of appropriations for General M&O to Commissioners M&O and Travel in the amount of $5,000 each. Voting aye: Smiley, Starks and Vore. Motion carried.
Vore, seconded by Smiley, moved to approve Commissioner Damien Starks to serve on the Board of Chief Elected Officials. Vore nominated Damien since he had previously attended a meeting of that Board. RES#25-26-75. Voting aye: Smiley, Starks and Vore. Motion carried.
Vore, seconded by Smiley, moved to approve the agreement with the Central Oklahoma Workforce Development Area Board of Chief Local Elected Officials. RES#25-26-76. Voting aye: Smiley, Starks and Vore. Motion carried.
Vore, seconded by Smiley, moved to approve the surplus and junking of ID#CA901.24 which is carport in Capron that has been torn up and destroyed by the weather. RES#25-26-77. Voting aye: Smiley, Starks and Vore. Motion carried.
Vore, seconded by Starks, moved to approve the mutual aid agreement with Greenleaf FD. RES#25-26-78. Voting aye: Smiley, Starks and Vore. Motion carried.
Vore, seconded by Starks, moved to approve the mutual aid agreement with Waynoka FD. RES#25-26-79. Voting aye: Smiley, Starks and Vore. Motion carried.

Starks, seconded by Vore, moved to approve the mutual aid agreement with Dacoma FD. RES#25-26-81. Voting aye: Smiley, Starks and Vore. Motion carried.
Starks, seconded by Smiley, moved to approve the mutual aid agreement with Capron FD. RES#25-26-82. Voting aye: Smiley, Starks and Vore. Motion carried.
Starks reported that Alva Senior Citizens project is getting closer but have run into a few electrical issues found by Code Enforcement that should hopefully be resolved soon.
Under new business: Smiley said Waynoka Senior Citizen had the ribbon cutting this past weekend. Randy McCullough said Woods County received a letter that was delivered to the Commissioners.
Blanket purchase orders #1575 to #1591 were moved for approval by Starks, seconded by Smiley. Voting aye: Starks, Smiley and Vore. Motion carried.
Vore, seconded by Starks, motioned to recess then reconvene at the Alva Arena to tour the facility. Voting aye: Smiley, Starks and Vore. Motion carried.

Also present were Woods County Clerk First Deputy Jennifer Schafer, Commissioner Assistant Christy Gregory, District #1 First Deputy Lisa Parker, Alva Review Courier Marione Martin, OSU employees – Susan Holliday, Katie Hittle and Lisa McMurphy, along with Darren Slater and Todd Holder both on the Alva Arena Board.
Everyone toured both buildings. The north building will have over 150 stalls along with a regulation sized arena.
The South building houses the main arena with handicapped accessible bleachers, the expo center, OSU office area, and the concession stand. The main arena has the capacity to hold over 1200 people. Multiple questions were asked about the free fair and where things would be placed. They requested those questions be asked to the Free Fair Board.
Vore moved to adjourn, seconded by Starks at 11:34 am. Voting aye: Vore, Starks and Smiley. Motion carried. Meeting adjourned.
