COMMISSIONER’S REPORT

The regular meeting of the Board of Commissioners was held at 10:00 a.m. on December 15, 2025. As required by Oklahoma Statues 1991, Title 25, Section 311, Notice was given of this meeting by posting the Agenda on the doors of the Courthouse and on the Conference Room window on December 12, 2025 at 9:08 a.m.   

Chairman Vore led the BOCC in the pledge of allegiance.

Chairman Vore called the meeting to order.  Roll was called to determine a quorum.  Present and responding were Commissioners John Smiley, Damien Starks and Shane Vore. Also present were County Clerk Shelley Reed, Commissioner Assistant Christy Gregory, Purchasing Agent Ashley McLelland, Sheriff Randy McCullough and Alva Review Courier Marione Martin.

Vore, seconded by Starks, moved to approve the minutes of the Regular meetings that were held on December 1, 2025 and December 8, 2025. Voting aye: Starks, Smiley and Vore. Motion carried.

Smiley, seconded by Vore, moved to approve the Road & Bridge Material Six Month Bid #25-26-06 on the lowest price with availability and distance considered. With the exception of #4 Cover Materials although Arcosa is not the lowest bid the Commissioner’s chose Arcosa for the 1 ½” Crusher Run and Fines (Hoskins was the lowest bid on these items) also on #14 Asphalt/Hot Mix, although a bid was not received from Cummings Construction due to the cost of mileage it is not feasible to use Cornell Construction. Voting aye: Starks, Smiley and Vore.  Motion carried.

All bids are available in the County Clerk’s office for viewing.

Item #1 – Cement – No bids received.

Item #2 –  Rebar –The Railroad Yard was the only bid received.

Item #3  – Hot Oil -Coastal was the only bid received;  Emulsion – Ergon was the lowest on all items except SS-1H and Fog Seal(CQS-1F) Coastal was lowest on these.

Item #4 – Item #4 – Cover Materials (Chips) Arcosa, Dolese, Hoskins Gypsum and Western Aggregates bid. Went with lowest on all items except 1 ½” Crusher Run and Chips – Commissioners chose Arcosa for those items due to the cost of mileage to and from Hoskins.

Item #5 – Steel –The Railroad Yard was the only bid received.

Item #5A – Corrugated HDPE Pipe–Dub Ross – DP Supply – Railroad Yard bid – See bid form.

Item #5B – Corrugated Polypropylene Pipe –DP Supply was the lowest bidder on all items. Dub Ross and the Railroad Yard also bid.

Item #6  – Steel Tanks – The Railroad Yard was the only bid received.

Item #7 – Spiral Culvert – Dub Ross was the only bid received.

Item # 8 – Arched Spiral Culvert – Dub Ross was the only bid received.

Item #9 – Riveted Culvert – Dub Ross was the only bid received.

Item #10 – Riveted metal arch Culvert – Dub Ross was the only bid received.

Item #11 – Grader Blades – Dub Ross, Warren Cat and Yellowhouse bid but Warren cat was the lowest except on 5/8”X8”X7’ Yellohouse was the lowest on this.

Item #12 – Bridge Timbers – No bids received

Item #13 – Polyethylene Pipe –  Dub Ross was the only bid received.

Item #14 – Hot Mix –No bid was accepted. Cornell was the only bid received but due to the distance the Commissioners will need to order from Cummings Construction.

Item #15 – Sodium Silicate – No Bids Received.

Item #17 – Chipping & Sealing – Vance Brothers was the only bid received.

Item#18 – Machine for Hire –Litzenberger Construction was the only bid received.

Item#19 – Water    No Bids Received

Item#20 – Mastic Crack Sealant – No Bids Received.

Item#21 – Pest Control – Snow Pest was the lowest bid. Dan’s Pest Control also turned in a bid.

Vore, seconded by Starks, moved to approve the Resolution #25-26-87 to surplus and donation of Pediatric Scale ID#SI507-001 for the Health Department. They are donating the scale to a Non-Profit Orgainization – The Good Shephard in Cherokee, OK. Voting aye: Vore, Starks and Smiley.  Motion carried.

Vore, seconded by Starks, moved to approve the use of our parking lot on April 1, 2026 for the OU Health Mobile Mammogram Unit. Voting aye: Vore, Starks and Smiley.  Motion carried.

Smiley, seconded by Starks, motioned for approval of Resolution #25-26-88 Cooperative Extension Services Agreement between OSU acting for and on behalf of its Cooperative Extension Service and the USDA and the Board of County Commissioners – FY2025-2026 Budget amount of $191,400.00. Voting aye: Vore, Starks and Smiley.  Motion carried

All Commissioner’s agreed no action needed regarding the percentage raise due to the raises that were given last year and financial situation this year.

All Commissioner’s agreed no action needed regarding the relocation of the OSU office to the Alva Arena due to the financial situation and not getting any answers from the Arena Board.

Smiley, seconded by Starks, motioned for approval of Resolution#25-26-89 for disposing of equipment D#3’s Cat scraper ID#D316-005 that sold at Bidadoo online auction in the amount of $37,169.00 sold to Pablos Trucking from Farmersville, CA. Voting aye: Vore, Starks and Smiley.  Motion carried

Crossing submitted for approval: McGinness Energy Company Inc.

Road Crossing permit in D#1 was moved for approval by Starks, seconded by Vore. Voting aye: Vore, Starks and Smiley.  Motion carried.

Starks reported that the plumbing is being done but we are still waiting for the utilities.

No new business.

Blanket purchase orders #1948 to #1970 were moved for approval by Smiley, seconded by Starks. Voting aye: Vore, Smiley and Starks. Motion carried.

Vore moved to adjourn seconded by Starks.  Voting aye: Starks, Smiley and Vore. Motion carried. Meeting adjourned.
