OFFICERS:  Chairman – Damien Starks

Vice-Chairman – Shane Vore

The regular meeting of the Board of Commissioners was held at 10:00 a.m. on January 5, 2026. As required by Oklahoma Statues 1991, Title 25, Section 311, Notice was given of this meeting by posting the Agenda on the doors of the Courthouse and on the Conference Room window on December 31, 2025 at 9:42 a.m.   

Commissioner Vore led the BOCC in the pledge of allegiance.

Commissioner Vore called the meeting to order.  Roll was called to determine a quorum.  Present and responding were Commissioners Shane Vore, John Smiley and Damien Starks.  Also present were County Clerk Shelley Reed, Commissioner Assistant Christy Gregory, Emergency Manager Evan Yauk, Sheriff Randy McCullough and Alva Review Courier Marione Martin.

Election of 2026 Officers:  Smiley, seconded by Vore, motioned – Starks as Chairman. Voting aye: Starks, Smiley, and Vore.  Motion carried.

Starks, seconded by Smiley, motioned – Vore as Vice-Chairman. Voting aye: Starks, Smiley, and Vore.  Motion carried.

At this time, Chairman Starks took control of the BOCC meeting.

Smiley, seconded by Vore, moved to approve the minutes of the Regular meeting that was held on December 29, 2025. Voting aye: Smiley, Starks and Vore. Motion carried.

The following monthly reports were moved for approval by Smiley, seconded by Starks.

Voting aye: Starks, Vore and Smiley.  Motion carried. No action on the Court Clerk & Treasurer reports.

Assessor Collections $        146.00

County Clerk Office               Collections      $   12,985.19

Health Dept.                          Collections      $            0.00

Vore, seconded by Starks, motioned to approve Resolution #25-26-92 stating that the Fair Board Election to be held January 20, 2026, at each District shed 10:00 am to 12:00 pm.  Filing period will be January 12, 2026, to January 16, 2026. Candidates must file in the County Clerk’s Office on the prescribed form. District #1 Cody McMurphy, District #2 Brooke Meyer and District #3 Kelli Lancaster are the Board Members that are up for re-election. Voting aye: Smiley, Starks and Vore.  Motion carried.

No action taken at this time regarding moving Tim Olm from District #2 to District #3 on the Fair Board due to him living in District #3. He will need to file for District #3.

Vore, seconded by Starks, motioned to approve Resolution #25-26-93 P-Card to be used for Lodging only and Purchasing Agent Ashley McLelland and Reese Hayes will be the users of the card. Voting aye: Smiley, Starks and Vore.  Motion carried.

Vore, seconded by Smiley, motioned to approve Resolution-25-26-94 REAP Contract #WD26-1 for Dacoma FD to purchase a brush rig, contract amount is $96,376.62. Voting aye: Smiley, Starks and Vore.  Motion carried.

Vore, seconded by Smiley, motioned to approve Resolution-25-26-95 REAP Contract #WD26-2 for Freedom FD to purchase wildland firefighting and rescue apparatus, contract amount is $89,150.82. Voting aye: Smiley, Starks and Vore.  Motion carried.

Smiley, seconded by Starks, motioned to approve Resolution-25-26-96 REAP Contract #WD26-1 for Waynoka FD to purchase a 2026 FORD F550 grass rig, contract amount is $96,376.62. Voting aye: Smiley, Starks and Vore.  Motion carried.

Smiley, seconded by Starks, motioned to approve Resolution-25-26-96 to establish a new account for the REAP funds for 2026 grants. 1425-2-5300-4326. Voting aye: Smiley, Starks and Vore.  Motion carried.

Vore, seconded by Smiley, motioned to approve the transfer of funds from General Gov Building Capitol Outlay to REAP in the amount of $281,904.06 for the 2026 REAP grants. These funds will be reimbursed after all invoices are submitted to OEDA. Voting aye: Smiley, Starks and Vore.  Motion carried.

Under new business: Vore stated he wants to thank Alex Mantz with OG&E for her help on the Sr Citizens project, he’s sure this is speeding the process up. Smiley mentioned he will be hauling rock for the Waynoka school in the near future.

Blanket purchase orders #2142 to #2148 were moved for approval by Smiley, seconded by Starks. Voting aye: Starks, Smiley and Vore. Motion carried.

Vore moved to adjourn seconded by Smiley.  Voting aye: Vore, Starks and Smiley. Motion carried. Meeting adjourned.
