COMMISSIONER’S REPORT

The regular meeting of the Board of Commissioners was held at 10:00 a.m. on February 2, 2026. As required by Oklahoma Statues 1991, Title 25, Section 311, Notice was given of this meeting by posting the Agenda on the doors of the Courthouse and on the Conference Room window on January 30, 2026 at 9:47 a.m.   

Commissioner Smiley led the BOCC in the pledge of allegiance.

Chairman Starks called the meeting to order.  Roll was called to determine a quorum.  Present and responding were Commissioners Shane Vore, John Smiley and Damien Starks.  Also present were County Clerk Shelley Reed, D#2 Foreman Lynn Bolar, Commissioner Assistant Christy Gregory, Treasurer Rachel Spellman-Hughes, Sheriff Randy McCullough, Melissa Heaton, Lauren Heaton, Taylor Munsell, Jacob Edler, Michele Mackey, Kari Nixon, Chad Budy, Monty Lohmann, Debbie Whittet, Shannon Vore, Washinton Pre-K class members Tessa Williams, Tavin Williams, AJ Mosburg, Luke Martin, Ladd Potter, Howie Donovan, Hazel Davidson, Harley Vermillion, Ellie Kriegh, Nellie Landerdale Teagon, ee, Townes, Prather, Able Ramos, Austyn Melton, Walker Kimery, Vandan Cain, Taxx Harden, Rexlynn Maloney, Mason Clark, Madisyn Clark, Owen White and Alva Review Courier Marione Martin.

Smiley, seconded by Vore, moved to approve the minutes of the Regular meeting that was held on January 26, 2026. Voting aye: Smiley, Starks and Vore. Motion carried.

Vore, seconded by Smiley, motioned to approve Resolution-25-26-109 Proclamation making February 2, 2026 “Champions Week” honoring Kari Nixon four-time World Championship Breakaway Roping; Taylor Munsell World Championship Breakaway Roping; Jacob Elder World Championship Bull Dogging; Lauren Heaton Miss Rodeo America and Michele Mackey Miss Rodeo America. Voting aye: Starks, Vore and Smiley.  Motion carried.

Chad Budy & Monty Lohmann representatives of Farm Bureau submitted a Proclamation for the Farm Bureau Week for February 9-13, 2026. Resolution #25-26-110. Vore moved for approval, seconded by Smiley. Voting aye: Starks, Vore and Smiley.  Motion carried.

Starks, seconded by Vore, moved to approve the Form 120B for the two Kubota tractors and one Landpride mower lease purchase (per State Contract) Resolution #25-26-111 between District #1, Great Plains and Alva State Bank. This is a 60-month lease purchase with 5.25% interest with payments of $4,528.96 per month. Voting aye: Starks, Vore and Smiley.  Motion carried.

Vore, seconded by Smiley, motioned to approve Resolution-25-26-112 appointment of John Smiley to serve on the executive board for O.E.D.A. for the 2026 calendar year as the Woods County Commissioner’s representative. Voting aye: Starks, Vore and Smiley.  Motion carried.

The following monthly reports were moved for approval by Vore, seconded by Smiley.

Assessor   Collections $        505.00

County Clerk Office               Collections      $   15,647.25

Health Dept.                          Collections      $            0.00

Sheriff’s Office Collections $     3,293.00

Board of Prisoners Expenses $     4,675.24

Vore, seconded by Smiley, motioned to approve Resolution #25-26-113 to surplus and junk the following items for the Assessor Computers ID#H250-09, H250-20, H250-21; Printer H251-04; Monitor H254-17. Voting aye: Smiley, Starks and Vore.  Motion carried.

Under new business: Vore stated that the World Champion saddles will be on display for public viewing until Thursday.

Blanket purchase orders #2503 to #2515 were moved for approval by Smiley, seconded by Vore. Voting aye: Starks, Smiley and Vore. Motion carried.

Vore moved to adjourn seconded by Smiley.  Voting aye: Vore, Starks and Smiley. Motion carried. Meeting adjourned.
